Effective April 1, 2017, establishes payment rates for critical access hospitals (CAHs) in rural areas at 101% of reasonable costs for diagnostic and treatment center services, emergency services, hospital outpatient services, ambulatory surgical services, and referred ambulatory services.

Payment rates and reasonable costs determination must be consistent with federal Medicare (Title XVIII) methodology used for outpatient critical access hospital services.

For facilities with insufficient cost experience, rates may be based on budgeted costs and subsequently adjusted to 101% of reasonable actual costs.

Implementation is contingent upon legislative appropriation of funds specifically designated for this purpose.

Takes effect immediately upon enactment.
