Amends Executive Law Section 915 to allow soil and water conservation districts acting in cooperation with local governments to be eligible applicants for the local waterfront revitalization grant program, alongside existing local government applicants.

Expands the definition of entities that can submit waterfront revitalization programs to include soil and water conservation districts with jurisdiction contiguous to state coastal waters or inland waterways.

Permits the Secretary to provide technical and financial assistance under Sections 917 and 918 of the Executive Law to soil and water conservation districts cooperating with local governments for waterfront revitalization program preparation.
