Prohibits the sale of cleaning products containing triclosan, triclocarban, or derivatives of such antibacterial compounds in New York State, effective December 31, 2018

Exempts cleaning products used solely in medical facilities and products with specific FDA approval for consumer use from the prohibition

Defines "cleaning products" to include household cleansers, disinfectants, antibacterial soaps, hand sanitizers, body washes, shampoos, and conditioners

Establishes civil penalties of up to $1,000 per day for first violations and up to $2,500 per day for second violations, with authority to enjoin violators

Authorizes the Department of Environmental Conservation to promulgate rules and regulations necessary for implementation, with one year to complete rulemaking after the act becomes law
