Amends chapter 412 of the laws of 1990 to authorize the commissioner of environmental conservation to lease a portion of Tioga state forest #7 in the town of Newark Valley to multiple entities.

Expands lessees from the single "Berkshire Emergency Squad, Inc." to include the Tioga county bureau of fire, Northern Tioga emergency medical services, Newark Valley central school district, Berkshire fire department, and town of Berkshire highway department.

Lease includes the land upon which a television translator station is installed, along with the television translator system and associated utility lines.

Commissioner may set lease terms and conditions with consideration deemed as just compensation to the state, with lease term not to exceed ten years.

Takes effect immediately upon enactment.
