Authorizes any member of Kiwanis International residing in New York to apply for a distinctive license plate bearing the words "Kiwanis International" upon proof of membership.

Distinctive plates are issued at the regular registration fee plus an annual service charge of $25.

Requires a $6,000 surety bond from a surety company authorized to do business in New York prior to plate design and production, unless at least 200 orders with non-refundable service charges are received beforehand.

All service charges deposited to the distinctive plate development fund for design, production, advertising, and distribution of the plates.

If fewer than 200 plates are sold within two years of availability, the department may recover against the surety bond proportionately; if 200 or more are sold, the bond is discontinued.
