Amends Vehicle and Traffic Law Section 202 to require the DMV commissioner to notify vehicle registrants that their personal information from registration will be furnished to contracting parties

Requires the commissioner to inform registrants how to request deletion of their personal information from a contracting party's file at initial registration or renewal

Permits contracting parties to retain personal information despite deletion requests for specific purposes including: government agency use, law enforcement functions, motor vehicle safety and theft prevention, emissions monitoring, recalls and advisories, performance monitoring, market research surveys, and removal of non-owner records from manufacturers

Replaces previous limitation allowing information retention only for manufacturer's warranty notices and statistical purposes with a broader exception for government and safety-related uses
