Establishes the "Renewable Energy Credit Opportunity and Exchange Protection Act" to define consumer and business rights regarding renewable energy credits.

Defines a renewable energy credit (REC) as the environmental attributes associated with one megawatt-hour of qualified energy generation measured by a revenue grade meter.

Applies to customer-generators first connected to the electric system between the effective date of the act and January 1, 2030.

Limits qualified renewable energy generation to power generated within 15 years of when the customer-generator received interconnection permission from the electric distribution company.

Designates the New York State Energy Research and Development Authority (NYSERDA) as the implementing authority for the act's provisions.
