Amends the racing, pari-mutuel wagering and breeding law to extend the higher withholding rate for the franchised corporation from August 31, 2016 to August 31, 2017.

Requires the New York State Gaming Commission to mandate that franchised corporations withhold two percent of all purses (instead of one percent) during the extended period from September 1, 2007 through August 31, 2017.

Directs payments of withheld purses to the horsemen's organization representing at least 51 percent of owners and trainers utilizing the franchised corporation's facilities.

Requires the horsemen's organization to spend up to one-half of one percent of the total sum to acquire and maintain equipment for an equine steroid testing program at a state college with an approved equine science program.

Mandates the horsemen's organization to allocate annual funds determined by its board of directors for benevolence programs supporting backstretch employee services.
