Requires the Public Service Commission to obtain approval from the New York State Public Authorities Control Board before increasing rates, charges, surcharges, assessments, fees, or levies that would raise revenues for the New York State Energy Research and Development Authority by more than $700,000.

Requires Public Service Commission approval from the Public Authorities Control Board before transferring, repurposing, or reprogramming funds previously designated for the New York State Energy Research and Development Authority to a different purpose.

Applications to the Public Authorities Control Board must include a description of the proposed action.
