Authorizes the City of Fulton (Oswego County) to convey approximately 8.3 acres of waterfront parkland to the Town of Granby, with a permanent easement for public access.

Requires the Town of Granby to maintain the property as public parkland with continued public access, and allows Granby to charge higher fees to Fulton residents than its own residents.

Directs all revenues from the conveyance to the City of Fulton for capital improvements or acquisition of existing and new park and recreational facilities.

Establishes that property ownership reverts to Fulton if Granby uses the land for any purpose other than public parkland.

Requires compliance with federal Land and Water Conservation Fund requirements before discontinuance, including obtaining Secretary of Interior approval that replacement lands are equivalent in fair market value and recreational usefulness.
