Adds new definition of "electric assisted bicycle" to Vehicle and Traffic Law as a bicycle with fully operable pedals and an electric motor of less than 750 watts.

Defines "class one electric assisted bicycle" or "low-speed pedal-assisted electric bicycle" as one where motor assistance only engages when rider is pedaling and ceases at 20 miles per hour.

Excludes electric assisted bicycles from the definition of "limited use motorcycle" in Vehicle and Traffic Law Section 121-b.

Amends Vehicle and Traffic Law Section 125 regarding motor vehicles to clarify treatment of electric assisted bicycles.
