Creates an ATV trail fund under the control and supervision of the office of parks, recreation and historic preservation, in consultation with the department of environmental conservation

Establishes a statewide system of all-terrain vehicle trails on state, municipal, and private lands organized in an environmentally sensitive manner

Directs fees collected for trail fund maintenance to be divided among administration, enforcement, education, remediation, and maintenance/construction/development of the ATV trail system

Promotes safe and proper recreational and commercial use of ATVs while minimizing environmental damage from such use

Requires the department to prepare a statewide all-terrain vehicle trail plan for permitted recreational use on designated state and municipal lands
