Adds definitions of "caller identification information" and "caller identification service" to New York's telemarketing and no-call laws (General Business Law sections 399-z and 399-pp).

Makes it unlawful for telemarketers or sellers to knowingly transmit misleading, inaccurate, or false caller identification information through caller identification services.

Exempts from violation the substitution of the actual name or telephone number of the person or seller on whose behalf a telemarketing call is being placed for the name and phone number used to make the call.

Applies the new caller identification restrictions to both the telemarketing sales call law (section 399-z) and the no-call list law (section 399-pp).

Takes effect immediately upon enactment.
