Requires appeals of freedom of information disclosure orders to follow standard appellate procedure under section 5513 of the Civil Practice Law and Rules.

Grants preference status to appeals filed by agencies challenging court orders requiring disclosure of records.

Deems an agency's appeal abandoned if it fails to serve and file a record and brief within 60 days of receiving the notice of appeal, unless all parties consent to extension or the court grants further extension for good cause.

Allows the presiding justice to set the terms and conditions for bringing disclosure appeals on for argument upon application by any party.

Takes effect 180 days after becoming law.
