Amends the definition of "home improvement" in the New York City Administrative Code by removing the exemption for construction of new homes or buildings and work done by contractors under completion guarantees for new building projects.

Eliminates the previous category (iv) numbering for painting and decorating exemptions, renumbering remaining exemptions as (ii) and (iii) accordingly.

Updates language from "herein" to "in this section" for clarity in the definition of home improvement work.

Takes effect on the ninetieth day after the bill becomes law.
