Creates a nine-member task force to examine and evaluate how to improve investigations of animal abuse and enforcement of anti-animal abuse laws in New York State

Task force members appointed as follows: one each by the governor, temporary president of the senate, senate minority leader, speaker of the assembly, assembly minority leader, and commissioners of environmental conservation and health, plus two additional members appointed by the commissioner

All appointees must have expertise in fields related to animals, animal abuse, and/or investigations, with geographic representation from across the state

Task force members serve one-calendar-year terms, with appointments to be made within 60 days of the law's effective date
