Establishes Article 29-A in Agriculture and Markets Law to create a permanent industrial hemp growing program in New York State.

Defines industrial hemp grower as any person or business entity licensed by the commissioner to grow industrial hemp.

Defines hemp products to include cloth, cordage, fiber, food, fuel, paint, paper, particle board, plastics, seed, seed meal, seed oil, and other industrial hemp derivatives.

Authorizes the commissioner to issue licenses to industrial hemp growers and establish procedures for license revocation and suspension.

Directs the commissioner to promulgate rules and regulations necessary to implement the industrial hemp growing program.
