Expands the Empire State Film Production Credit to include 12 additional counties: Columbia, Dutchess, Greene, Orange, Putnam, Rensselaer, Saratoga, Suffolk, Sullivan, Ulster, Warren, and Washington.

Allows qualified film production companies to claim a 10 percent credit on wages paid to directly employed individuals for services performed in the designated counties from 2015 through 2019.

Applies to qualified films with a minimum budget of $500,000, excluding wages paid to writers, directors, music directors, producers, and performers.

Maintains an annual aggregate cap of $5 million in tax credits allowed during the 2015-2019 period.
