Allows participating employers in the New York state and local police and fire retirement system to offer their 20-year retirement plan for police officers and firefighters on a non-contributory basis (eliminating employee contribution requirements).

Members participating in the non-contributory plan are not entitled to refunds of contributions previously made to the contributory 20-year retirement plan.

Demands for this additional benefit in collective bargaining negotiations are exempted from Civil Service Law provisions that normally restrict bargaining scope and interest arbitration procedures.
