Amends the General Municipal Law to add powers for municipal governing boards to recognize and establish architectural districts or commissions.

Allows any resident of a municipality to submit a detailed architectural design plan to the governing board, including renderings or drawings showing the proposed district's layout, arrangement, and design characteristics such as natural areas, aesthetics, and open spaces.

Requires the governing board to hold a public hearing with notice to the affected community before deciding whether to recognize and establish an architectural district.

Mandates that the municipal governing board designate a local agency or department to enforce the preservation of any recognized architectural district.

Changes the article heading of Article 5-K of the General Municipal Law from "Historic Preservation" to "Historic Preservation and Architectural Districts" and takes effect immediately upon enactment.
