Prohibits manufacturers, importers, distributors, wholesalers, retailers, and secondhand dealers from selling, leasing, or offering for sale crib bumper pads in New York State, whether as crib accessories or separate items.

Defines "crib bumper pads" as non-mesh material pads placed directly above mattresses in cribs and running along interior sides, excluding mesh liners.

Requires child care facilities and places of public accommodation (hotels, motels, inns) to remove and prohibits use of crib bumper pads on premises effective upon the law's enactment.

Directs the Office of Children and Family Services to notify all child care facilities of the ban in plain language and promulgate implementing regulations.

Establishes civil penalties up to $500 per violation enforceable by the Attorney General through court injunctions, with each crib bumper pad sale constituting a separate violation.
