Exempts Dutchess, Putnam, Rockland, and Orange counties from the Metropolitan Commuter Transportation District (MCTD) supplemental registration fee for motor vehicles.

Removes the requirement for residents of the four exempt counties to pay a supplemental fee of one dollar per six months when obtaining or renewing a driver's license or learner's permit.

Amends Section 499-a of the Vehicle and Traffic Law to exclude the four counties from MCTD supplemental registration fees upon vehicle registration or renewal.

Amends Section 503 of the Vehicle and Traffic Law to exempt the four counties from supplemental fees associated with driver's licenses and learner's permits issued under MCTD regulations.
