Amends the State Administrative Procedure Act to establish minimum standards for state agencies posting rulemaking information on websites in lieu of physical publication.

Requires posted text or information to be available no later than the date the notice is published in the State Register and maintained on the website for the entire period the notice remains effective.

Mandates that notices provide sufficient information enabling public access without extensive searching and conform to guidance prescribed by the Secretary of State.

Authorizes the Secretary of State to reject notices that do not substantially comply with these posting provisions and advise agencies on required corrective actions.
