Adds new requirements to the agreement for the Kings County health care facility transformation program, including a schedule for issuance of grant requests, receipt of applications, and award of grants.

Requires a description of the process for determining grant amounts to be awarded to each applicant and how grants will be distributed, administered, and monitored.

Mandates the commissioner make all received applications and requested or awarded grant amounts publicly available within thirty days after the application deadline, posted on the Department of Health and Dormitory Authority websites.

Requires the commissioner and president of the Dormitory Authority of the State of New York to conduct at least one public hearing in Kings County at least sixty days before the date of grant award.

Takes effect immediately upon enactment.
