Prohibits the Civil Service president from preventing participating agencies and employers from establishing health insurance buyout programs through collective bargaining agreements or established practices.

Allows health insurance buyouts to be implemented even when employees and their spouses are both enrolled in the New York State Health Insurance Plan (NYSHIP).

Extends buyout eligibility to retired employees whose spouses are enrolled in NYSHIP, provided the buyouts were collectively bargained or established by past practice.

Designates health insurance buyout programs as terms and conditions of employment under the Public Employees' Fair Employment Act.

Takes effect immediately upon enactment.
