Changes Civil Service Law Section 55-c to 55-d and requires the civil service commission to determine (rather than may determine) positions for disabled veterans and veterans with disabilities.

Increases mandatory positions from "up to" 500 to a firm 500 positions that shall be classified as noncompetitive class and filled only by eligible veterans.

Eligibility limited to U.S. armed forces veterans who served during wartime and are either certified disabled veterans or veterans certified as disabled but capable of performing position duties by the department's employee health service.

Grants priority in certification and referral to veterans who received a Purple Heart wound in combat that is the cause of or substantially contributing factor to their impairment.

Caps total veterans appointed under this section at 500 positions.
