Expands the Director of the Office for the Aging's authority to promulgate rules and regulations for social adult day care programs to include all programs regardless of funding source, whether public or private (previously limited to programs receiving state funding).

Establishes that when multiple state agencies oversee a social adult day care program and their rules and regulations conflict, the rules of the other state agency shall take precedence over those of the Office for the Aging.

Requires the Director to establish a method for programs affected by duplicative rules and regulations from multiple agencies to notify the Office for the Aging of such duplication.

Changes the deadline for the Director's report on uniform standards and requirements for social adult day care services from December 31, 2005 to December 31, 2016.
