Allows members of the New York State and Local Police and Fire Retirement System who joined between July 1, 2009 and January 10, 2010 to elect coverage under Article 22 of the Retirement and Social Security Law.

Permits these members to elect any special retirement plan that would have been available to them if they had been covered under Article 22 during the specified time period.

Specifies that no member contributions shall be refunded for members who elect to switch to non-contributory plans.

Maintains existing eligibility for members of employee organizations to join special retirement plans through collectively negotiated agreements that were in effect on the bill's effective date.

Fiscal analysis indicates no cost to the State of New York or participating employers in the Police and Fire Retirement System.
