Amends Environmental Conservation Law Section 3-0107 to require the department commissioner to add one new full-time forest ranger position for every 30,000 acres of state-acquired land placed under the department's jurisdiction.

Each new ranger position must be filled before the property's unit management plan or resource management plan is implemented.

Takes effect 180 days after becoming law.
