Amends Environmental Conservation Law to allow the Department of Environmental Conservation to manage striped bass through departmental orders in addition to regulations until December 31, 2018.

Authorizes the commissioner to issue orders establishing size limits, catch and possession limits, and open and closed seasons to implement interstate or state-federal management plans.

Requires department notice of order requirements through press release and other means including posting on the department's public website at least 10 days before the effective date.

Mandates that orders be filed in the commissioner's office with a certified copy filed in the office of the Secretary of State.

Establishes that orders must be no less restrictive than requirements in the Environmental Conservation Law and consistent with applicable fishery management plans from the Atlantic States Marine Fisheries Commission and federal fishery management plans.
