Extends the Department of Environmental Conservation's authority to regulate oyster management from December 31, 2016 to December 31, 2019.

Authorizes DEC to establish regulations for oysters including size limits, catch and possession limits, open and closed seasons, and closed areas.

Permits DEC to set requirements for permits, recordkeeping, identification, fishing effort, gear restrictions, and rules on transportation, possession, and sale of oysters.

Requires all DEC oyster management regulations to meet or exceed the minimum restrictions already established in environmental conservation law.

Takes effect immediately upon enactment.
