Authorizes Christopher Dyroff to file an application for retroactive membership in the New York state and local employees' retirement system, with an effective membership date of October 16, 2008, when he commenced employment as a planning board member of the town of Highlands in Orange County.

Requires Dyroff to submit his application to the state comptroller within one year of the act's effective date to be deemed a member from October 16, 2008.

Makes Dyroff eligible for Tier 4 status retroactively, changing him from his current Tier 6 status.

Designates the town of Highlands as responsible for all past service costs associated with the retroactive membership, with no refund of member contributions to Dyroff.

Takes effect immediately upon enactment.
