Requires the Commissioner of Education to establish fingerprinting requirements for prospective employees of special education schools, in addition to existing requirements for school districts, charter schools, and boards of cooperative educational services.

Directs the Commissioner to work with the Division of Criminal Justice Services and the Federal Bureau of Investigation to conduct fingerprint-based criminal background searches on prospective employees.

Requires school submission of fingerprints along with a form containing the specific job title sought and other relevant applicant information.

Establishes a form for recording allegations of child abuse in educational settings as required by law.

Enhances statutory mechanisms to expedite the removal of persons who commit fingerprint fraud.
