Amends domestic relations law, family court act, and social services law regarding conditional surrenders of parental rights in family and surrogate's courts.

Requires that agreements for communication or contact between adoptive children, adoptive parents, and birth parents or biological siblings must be incorporated into a written court order to be legally enforceable.

Mandates written consent from all parties to any contact agreement, including the attorney representing the adoptive child.

Requires written consent from children and siblings or half-siblings who are 14 years of age or older before any contact agreement involving them can be enforced.
