Amends Correction Law Section 168-j to require the Division of Criminal Justice Services to notify local law enforcement of a sex offender's address change within 48 hours of receipt.

Requires notification to both the law enforcement agency having jurisdiction over the new residence and the agency where the sex offender previously resided.

Mandates notification to the appropriate state agency within 48 hours when a registered sex offender changes residence to another state.

Requires the Division to notify all affected law enforcement agencies within 48 hours of receiving notice of a sex offender's change in enrollment, attendance, employment, or residence status at an institution of higher education.

Takes effect 60 days after becoming law.
