Repeals Article 12 of Agriculture and Markets Law relating to manufacture and sale of adulterated turpentine and linseed oil, Section 149 relating to interstate pest control compact, and Section 214-k relating to sale and labeling of charcoal.

Updates terminology in Section 45-b from "food stamps" and "food stamp plan" to "supplemental nutrition assistance program benefits" and "supplemental nutrition assistance program" throughout the statute addressing unauthorized possession, sale, or exchange.

Expands the definition of misdemeanor offense under Section 45-b to include violations of "state and federal law" in addition to federal regulations governing supplemental nutrition assistance program benefits.

Amends Section 301 paragraph m to clarify that silvopasturing land must be part of a single operation otherwise satisfying agricultural assessment requirements, with limits of up to ten fenced acres per large livestock and five fenced acres per small livestock.

Adds new Section 301 paragraph n to allow land used for production for sale of crops, livestock or livestock products during the twelve months preceding the applicable taxable status date to qualify for agricultural assessment if part of an otherwise qualifying operation.
