Amends Education Law Section 3602 to allow multi-year cost allowances for building aid to be established and utilized twice within the first five-year period for up to eight Rochester joint schools reconstruction or modernizing projects.

Requires that subsequent multi-year cost allowances cannot be established until at least ten years after the first maximum cost allowance is authorized under this provision.

Applies specifically to reconstruction or modernizing projects authorized under Chapter 533 of the Laws of 2014.

Takes effect immediately upon enactment.
