Permits removal of human remains from New York state without first obtaining a permit from the registrar of vital statistics, replacing the previous requirement limiting removal to the county where death occurred.

Eliminates provisions allowing verbal telephone permission for removal of bodies to non-adjacent counties within New York state.

Maintains existing requirement that a complete and satisfactory certificate of death be filed before burial or removal permits are issued, wherever practicable.

Preserves the requirement that funeral directors must return bodies to the original registration district upon request by coroner, medical examiner, or district attorney for investigation or post-mortem examination.

Repeals subdivision 7 of section 4144 of the public health law and takes effect immediately.
