President of the State Civil Service Commission must prepare an annual report by March 1st each year detailing the feasibility of alternative work schedules and flexible work hours programs in state agencies.

Report shall analyze how such programs could be implemented, including the number of positions that could participate and the advantages and disadvantages of implementation.

Report must compile input from each state agency regarding alternative work schedules and flexible work hours, considering each agency's ability to accommodate such programs.

Any plans for alternative work schedules or flexible work hours for unionized employees cannot be implemented or enforced without approval through collective bargaining agreements.

Act takes effect immediately upon enactment.
