Authorizes town boards of two or more contiguous towns within the same county to establish a single merged town court with justices elected from each town in the standard manner and terms.

Requires that the number of justice terms expiring in any one year may not exceed by more than one the number of terms expiring in any other year with expiring terms.

Permits merger procedures to be initiated by town board action or by petition signed by at least twenty percent of registered voters in the affected towns.

Exempts the towns of Erin and Chemung in Chemung County from the requirement that towns be contiguous in order to establish a single merged town court.

Takes effect immediately upon enactment.
