Amends General City Law by adding Section 13-d to prohibit all cities from imposing any tax, fee, or local charge on carry-out merchandise bags.

Defines "carry out merchandise bag" as any plastic, paper, or other bag or container provided by a retail store to customers for transporting merchandise, including plastic bags as defined in Environmental Conservation Law Section 27-2701.

Applies prohibition to all cities regardless of population size, explicitly including cities with populations of one million or more.

Defines "retail store" broadly to include grocery stores, department stores, restaurants, gas stations, pharmacies, hotels, and any other mercantile establishment selling goods or services directly to consumers.
