Training must be at least two hours long and include instruction on specific public officers law provisions (sections 73, 73-a, 74, 74-a, 75-a, 77-a, 78) plus civil service law requirements, with practical application and Q&A components.

Legislative employees and members must receive additional training on legislative ethics provisions (sections 73-b, 75, 76, 77-a of public officers law).

Newly hired employees and newly elected officials must complete an online ethics orientation course within 30 days; all trainees must file certification statements with the Joint Commission on Public Ethics.

Joint Commission on Public Ethics is authorized to develop and administer ethics training for executive branch personnel, while the legislative ethics commission handles legislative training; both must coordinate annually on compliance status.
