Authorizes the Capital District Transportation Authority to enter into agreements with municipalities that have adopted identical taxicab registration, licensing, and driver permit ordinances to administer these permits and licenses on their behalf.

Defines "administer" to mean processing applications, referring applicants for required medical and drug/alcohol testing, conducting background checks, and issuing permits and licenses upon municipal approval; excludes authority from making approval/denial decisions or imposing penalties.

Requires municipalities to pay all costs of the authority's administration, with costs certified annually by June 1st and payment due by September 1st; municipalities that fail to pay within 20 days automatically withdraw from the agreement.

Requires the authority to submit cost reports to the state budget director and legislative fiscal committees within 20 days of payment; if reports are not submitted, the agreement becomes void after 90 days unless the report is filed.

Prohibits the authority from increasing bus fares, decreasing service, or altering transportation services due to its performance of taxicab administration duties; agreement requires approval by majority vote of authority members and may be terminated by any municipality at any time.

Act takes effect immediately and expires July 1, 2021.
