Amends the Social Services Law to require the Department of Health Commissioner to establish standards and guidelines for allergy testing coverage under Medicaid, consistent with National Institutes of Health guidelines and current medical professional literature.

Requires Medicaid to treat serologic-specific IgE tests (blood tests) and percutaneous skin tests (skin prick tests) as equivalent confirmatory tests in terms of sensitivity and accuracy.

Mandates both test types be covered as medically necessary for individuals with medical histories of inhalant allergies, food allergies, hymenoptera venom allergies, allergic bronchopulmonary aspergillosis (ABPA), certain parasitic diseases, or drug allergies.

Takes effect July 1 following enactment, with the Commissioner required to promulgate necessary rules and regulations immediately upon passage.
