Establishes strict liability for dog owners for all injuries caused by their dog to any person in a public place or lawfully on private property, regardless of the dog's prior history or owner's knowledge of viciousness.

Adds new requirements for dog owners to provide registration numbers, names, addresses, and proof of rabies vaccination to anyone injured by their dog at the time of incident or as soon as possible thereafter.

Changes the legal standard for dangerous dog determinations from "is a dangerous dog" to "caused injury to a person, companion animal, farm animal or domestic animal" throughout the statute.

Maintains existing remedies including neutering/spaying, microchipping, behavioral evaluation, confinement, restraint, muzzling, and liability insurance (up to $100,000) as court-ordered options for dogs that cause injury.

Clarifies that dog owners are not liable when the dog was under the care of a professional animal trainer, behaviorist, groomer, or veterinarian providing services for compensation, or when the dog was defending a person during certain serious crimes.
