Eliminates the student performance category from teacher evaluations and replaces it with a teacher evaluation category based on findings from a Board of Regents-established committee of certified educators.

Removes requirements for state-provided growth scores and student learning objectives (SLOs) from teacher evaluations, and prohibits use of any state-created or administered tests in evaluation subcomponents.

Requires the Board of Regents to establish a committee of certified educators to develop a research-based evaluation model, with findings due within one year of the committee's creation.

Transfers authority over evaluation standards, weights, scoring ranges, and observation parameters from the Commissioner to the Board of Regents.

Removes the funding withholding mechanism that previously denied state aid increases to districts not implementing compliant evaluation systems by specified deadlines.
