Establishes a State Geological Trail system to identify and promote geologically significant areas, territories, and sites across New York State.

Designates over 50 specific geoparks and geological sites including Niagara Falls, Letchworth Gorge, Watkins Glen State Park, and various quarries, caves, and falls throughout the state.

Requires the Department of Environmental Conservation, in cooperation with the Departments of Transportation and Economic Development, to create management plans for each designated site focusing on sustainable socio-economic development and geological heritage conservation.

Creates a 10-member State Geological Planning and Management Board composed of state agency representatives and appointees with expertise in geology, trail planning, ecology, and conservation to establish signage standards, publications, and educational guidelines for the trail.

Ensures the trail's main routes intersect at Albany, designated as the center of geology for the state, and do not conflict with existing scenic byways or wine trails.
