Commissioner must submit a written report to the legislature at least 365 days before seeking closure of any mental health, developmental disabilities, or children and family services facility.

Proposed closure reports must include justification and may be required to contain additional information deemed necessary by the legislature.

Legislature or appropriate committees may block facility closure if they find the proposed closure is not justified; closure requires majority vote approval from both houses of the legislature.

Commissioner must confer with civil service, employee relations, and economic development agencies to minimize workforce and economic impacts, including developing retraining and redeployment programs.

Commissioner must provide notice to local governments, community organizations, labor representatives, and advocacy groups at least 12 months before commencing significant service reductions.
