Authorizes the Town of Brookhaven to lease municipality-owned parklands to the Mastic, Moriches, Shirley Community Library for up to 30 years on terms determined by the town board.

Requires the Town of Brookhaven to dedicate an amount equal to the fair market value of the leased parklands toward acquisition of additional parklands and/or capital improvements to existing park and recreational facilities.

Specifies the leased parcel as 4.995 acres located in the Town of Brookhaven, Suffolk County, bounded by William Floyd Parkway and Colony Preserve Drive.

Mandates reversion of the parklands to the Town of Brookhaven for public park and recreational purposes if the property ceases to operate as a library, and requires the library be available to the general public on an equitable basis.

Requires compliance with federal land and water conservation fund requirements if the parkland received federal funding, including obtaining approval from the Secretary of the Interior for any discontinuance.
