Amends the parks, recreation and historic preservation law to expand the resident curator program by adding the Susan B. Anthony House in the eleventh park region to the list of eligible buildings.

Authorizes leasing of at-risk, vacant park buildings for residential use only as single-family dwellings for terms up to forty years to individuals serving as "resident curators."

Requires resident curators to assume all liability and financial obligations for rehabilitation, maintenance, and use of leased buildings, with rent amounts based on fair market value assessment and projected rehabilitation costs.

Prohibits leases from displacing currently employed workers, reducing hours or wages, diminishing benefits, or impairing existing collective bargaining agreements.

Empowers the Commissioner to adopt rules and regulations for the program including criteria for selecting curators, establishing lease terms, determining rent amounts, and setting appropriate uses and public access restrictions.
